Assignment Title:  Open Data Readiness Assessment (People, Portal, Systems,      Capacity, Partnership, Institutions and Data)

Reference No:  3.1.1

The Government of Mongolia has received financing from the World Bank toward the cost of the “Smart Government” Project and intends to apply a part of the proceeds for the provision of consulting services.  


The consulting services (“the Services”) include  Open Data Readiness Assessment(People, Portal, Systems, Capacity, Partnership, Institutions and Data)    for the Cabinet Secretariat Office (hereinafter referred as to “Client”) of the Government of Mongolia to provide an initial baseline assessment of the areas of strength and development opportunities for the Government of Mongolia to further its open data initiative objectives. The ODRA report  should include an executive summary; overall findings and key recommendations; a chapter that recommends improvements to the legal environment needed to better support Open Data Ecosystem and Annexes: Open Data Action Plan and list of key high value datasets recommended to open to ensure implementation of objectives of OD initiative.


The expected period of the assignment is not exceeding 12  weeks. The assignment will be performed at the Client’s premise in Ulaanbaatar, Mongolia as well as in a place of a service provider.  


Through the Government Agency for Policy Coordination on State Property, the Client  now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.


The shortlisting criteria are:


-          Proven track record in launching/leading Open Data initiatives, including in developing countries;

-          Prior experience in successful engagement in multi-stakeholder planning for open government and open data initiatives

-          Expert level of understanding technology aspects of open data and new technologies to strengthen governance and deliver quality services to citizens;

-           Experience in providing strategic advice to government agency;

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011  (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 



Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.



A Consultant will be selected in accordance with the Selection Based on Consultants' Qualifications (CQS)  method set out in the Consultant Guidelines.
