 Assignment Title:  Consulting service for ICT universal service policy review

Reference No:  2.1.10

The Government of Mongolia has received a financing from the World Bank towards  the cost of the “Smart Government” Project and intends to apply a part of the proceeds for the provision of the following consulting service.

The  Communications and Information Technology Authority (CITA), a government agency of Mongolia has  requested the Cabinet secretariat (CS) of Government of Mongolia (an implementing agency of the Smart Government Project)   to support the CITA to have the consulting service (the Services) to  review and assess implementation of existing policies of universal obligatory services of ICT  and recommend appropriate guidelines and procedures  to improve and update  the ICT universal service  policies by accommodating international best practices  and the conducted reviews and assessment findings.

Thus, the CS  now invites eligible consulting firms (“Consultants”) to express  their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

The interested firm shall have the following general qualifications:

  • At least 5 years’ consulting service experience in ICT sector

The firm   shall meet the following specific requirements:

  • At least 2 consulting contracts of ICT sector’s universal accesses and services
  • At least 2 government level project experiences for designing, implementing and monitoring policy, legal and regulatory initiatives on Universal service fund or programs.
  • At least 1 consulting contract in the area of financial analysis for digital inclusion projects and programs

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“the Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The selection of the consultants  shall be under  the Consultant Qualification based Selection (CQS) method set out in the Consultant Guidelines.

The consulting service shall be provided within 4 months after signing the contract. The service will be performed in Ulaanbaatar,  Mongolia. ( The service location is expected to be negotiated due to the current unexpected    circumstances of Covid-19)
